CEC Condemns House GOP’s Radical Spending Cuts

WASHINGTON, DC — Today, Congressional Equality Caucus Chair Rep. Mark Takano (CA-39) released the following statement after the House approved H.R. 4, the Rescissions Act of 2025, which would rescind $9.4 billion in federal spending appropriated by Congress less than three months ago:

 

“House Republicans have completely caved to Donald Trump’s demand to slash critical federal spending they just approved three months ago—all so they can pay for billionaires’ tax breaks,” said Rep. Mark Takano, Chair of the Congressional Equality Caucus. “This rescissions package shows the world more than Republicans’ weakness—it signals a retreat of America’s global leadership. The GOP’s bill would codify more than $400 million in cuts to PEPFAR, a program that has saved more than 26 million lives worldwide but has been severely undermined by this Administration. Republicans have also made clear that even a single penny towards LGBTQI-inclusive programming is one too many for them, and they are using these programs to distract the American public from the radical cuts in this bill that are meant to fund handouts to Trump’s billionaire buddies. The Senate must reject this reckless bill.”
